Emerson Road Housing Project Denied a Second Time as Hernando Zoning Board Cites Traffic, Density

The Hernando County Planning and Zoning Commission voted 5-0 on Aug. 17, 2026 to deny a rezoning request for roughly 24 acres off Emerson Road near Cortez Boulevard (SR 50), turning back a housing plan that has now failed twice at the same site in about 15 months.

The request asked the county to create a Combined Planned Development that would have allowed a mix of single-family and multifamily housing on the 23.8-acre property, which sits on the south side of Cortez Boulevard at its intersection with Oxley Road, stretching back to Emerson Road roughly 940 feet south of that intersection. Board members pointed to density and traffic as their main objections, and the property owner declined to drop the multifamily component of the plan, a sticking point that kept the vote unanimous.

In a separate vote at the same meeting, the board approved a smaller, related change 4-1: a small-scale comprehensive plan amendment shifting the site's future land use designation from commercial to residential. That land-use change clears the way for eventual residential development on the property, but it does not by itself authorize any specific project. The zoning that would actually let someone build homes there is still an open question.

The site has a history now. In May 2025, the Hernando County Commission voted 5-0 to reject an earlier version of the project that would have packed 215 townhomes onto the property. Commissioners at the time cited the development's intensity, environmental impacts, strain on school capacity and the number of vehicle trips it would generate on nearby roads.

Emerson Road is the common thread through both fights. Neighbors describe it as a two-lane road that the county has patched over the years but never widened, and they say it already struggles with the traffic it carries near the Cortez Boulevard corridor. Adding hundreds of new housing units, in whatever form, would push more cars onto a road residents don't believe can handle them.

What happens next

A Planning and Zoning Commission recommendation is not the final word. The rezoning request now moves toward the Hernando County Board of County Commissioners, which has the authority to give final approval or denial on land-use and zoning matters like this one. Given that the county commission already rejected a version of this project outright in 2025, the developer faces the same skeptical audience that killed the townhome plan the first time, unless the multifamily component that drew objections from the planning board is scaled back or removed.

For now, the property remains zoned for its current use, and no construction timeline exists. Residents along Emerson Road who have shown up at two rounds of hearings are likely to keep watching the county's public meeting calendar for the next date this comes back up.
