Hernando County Set to Finalize $927 Million Budget, Lower Tax Rate Tonight

Hernando County commissioners meet tonight at 5:01 p.m. in the John Law Ayers Commission Chambers to cast the final vote on a $927 million budget and a new property tax rate that will show up on every homeowner's bill this year.

The rate on the table is 7.7048 mills, down from the current 7.8275 mills and just barely under the 7.7052 rollback rate, the level that would have brought in the same tax dollars as last year after accounting for rising property values. Commissioners tentatively approved that rate on a 5-0 vote at the Sept. 10 hearing, while the broader budget resolution passed 4-1.

For a county with a taxable value of roughly $19.4 billion, the tentative rate is projected to raise about $149.8 million in property tax revenue. Tonight's hearing makes it official, locking in both the spending plan and the rate for the fiscal year that starts Oct. 1.

What the rate actually pays for

The county doesn't collect property taxes under one flat number. The 7.7048 mills is an aggregate made up of five separate levies, each funding a different part of county government.

The general fund carries the biggest chunk by far. It covers most day-to-day county operations, from parks to administration. The transportation trust levy funds road work, and the EMS levy pays for ambulance and emergency medical response countywide.

Why the rate is dropping but bills may not

A lower millage rate doesn't automatically mean a lower tax bill. Property values across Hernando County have kept climbing, and the rollback rate reflects that: it's the number that would bring in the same total revenue as the prior year once new construction and rising assessments are factored in. Setting the rate just under rollback means the county is collecting a hair less than flat growth in tax revenue, even as most individual bills will still reflect whatever a homeowner's own assessed value did this year.

Commissioners will take public comment before casting the final vote, standard practice at second budget hearings under Florida's TRIM (Truth in Millage) process. Once approved, the rate and spending plan take effect for the fiscal year beginning Oct. 1 and cannot be raised again without starting a new public hearing process next year.
